In 1608, Todo Takatora was transferred to the Tsu Domain, with his fief of 100,000 koku in the Iyo Imabari Domain increased to 220,000 koku in Ise and Iga. In 1611, Takatora raised the height of the stone walls on the north side of the castle, added triple turrets and square gates to the northeast and northwest, and extensively renovated the castle into a flat-surface design. The base of the castle tower still exists today, although it is unclear if it was constructed during the Edo period, and it is believed that it was not built out of consideration for the shogunate. Tsu Castle served as the administrative center of the Tsu Domain until the end of the Edo period, when the feudal domains were abolished and prefectures were established during the Meiji period. The castle was then abandoned and demolished. A replica corner turret currently stands on the castle ruins.
